Hungary, Slovenia, Poland, etc where legal fees are reasonable. By the way it‍ is always better to study your local market first (to find out what local fixers offer in your home country and then find local English speaking lawyers in EU countries⁤ they promote as the easiest/most affordable for a business residence permit with a dormant company⁣ and work with the lawyers directly, you don't need the middle man). There are also⁢ non-lucrative long term visas in Spain and France that may be a better option than︀ a golden visa for some people, there are also residence permits in EU for retired︁ people, Bulgaria is the easiest and affordable for retired folks. Many EU countries introduced long︂ term digital nomad visas, they are probably the cheapest/easiest option for younger people but usually︃ don't offer a path to citizenship. There is even a residency permit for folks with︄ irregular (tourist visa overstay) status - live for 2 years in Spain without any residence︅ permit and you can apply for a residence permit (if you manage to get a︆ job offer)

There is no fast track citizenship by residency in Mexico and Paraguay. If︇ I'm not mistaken the constitution of Paraguay demands at least 4 years of legal residence︈ to be eligible for naturalisation. Add at least a year for naturalisation application to be︉ processed and approved by a judge. The rule of thumb is if you are not︊ going to live there full time all these years you won't be naturalised. By the︋ way Spanish citizenship requires you to renounce all your other citizenships, a condition that is︌ unacceptable for many people.

For Paraguay, you need 3 years of Permanent︌ Residency to request the naturalization (3 years are not that much compared to other places︍ around the world), which you can get directly through the SUACE program or by passing︎ through a 2 year temporary residency first.

Spain has a Double Nationality Agreement with Paraguay️ btw.
