Cyprus or offshore bank account for small business what's best?

Should I open a Cyprus bank account or offshore? what's better for a small business? I'm doing only 30k euro / year not much but enough for me.

Well, it depends very much on what you try to archive, for most a Cyprus‌ bank account will do it prefectly while for others it's better with a real offshore‍ bank account for instant in Mauritius or St. Vincent.

Can one offshore company have 2 or 3 bank accounts in different country?

Yes a offshore company can has as many bank accounts (offshore and onshore) as they‌ want.
