Countries which offer the best banking secrecy?

Just wondering if anyone knew of the countries that offer that the best banking secrecy. I've read in the past that it was Austria but is that still the case? Also how is Cyprus when it comes to banking secrecy?

For non EU entities the Cyprus banking secrecy protects you perfectly fine, there are other‌ options, if you are able to find a reliable agent / person to help you,‍ then a Swiss bank account may suit you as well.
