Well, it exist, but not in a manner and for purposes that are discussed outside PRC.
Every organized society requires a means to register and identify its citizens - where that registration is a usually a primary key for other purposes.
Contemporary societies are dictated by technology and automation. Historical ones︃ with paper, papirus and stone among other recording means.
Before nation states, births, partnerships and︄ deaths were registered by religious organizations where primary keys were DOB, name and surname. It︅ was a period with far lesser inhabitants.
Nowadays, automatic registration is needed where primary key︆ is unique.
Such primary identification value exist in almost every country, whether it's a random︇ string, DOB plus certain specifics w/ or w/o control sum or any other form.
We may be/are all identified by unique passport numbers at least and then by national identification,︈ beside name/surname and dob. Further on, during KYC for accessing financial services, we get secondary︉ key - account number. Analogy for any other service, even communal one.
I've read from︊ OP's link something about Satan's conspiracy 🙄
Even Palau and Estonia has the same registration process︋ - like the ones in Australia and Iceland author in that link proposes to run︌ from. Also, by obtaining second citizenship, another citizen's registration is performed.
What is not ethical︍ is that everybody can see citizen's unique registration value and draw informative conclusions that offer︎ further investigation. Those registration systems aren't wile inherently, but government's inability or unwillingness to protect️ those as private.
Opposite to this would be an anarchy which would bring the economy to collapse. Cryptocurrencies are not intrisically anarchistic - social and economical order is needed to have a stable market.
Social surveilance - it exist. When means of automatic citizens' identification and comparison of different data sets are performed without citizens' consent. Extreme︀ Western example is London.
But presuming that every citizens' registration and identification is wile per︁ se is not socially acceptable nor rational.
